The current expectation is that it moves to teams — shared ownership, access control, an administrator — because those are things an organisation buys and an individual does not, so charging for them does not tax the individual's core action. That is a hypothesis, not a plan.
What would settle it: whether retained individual users pull the product into their teams on their own. If they do, the team tier is a packaging exercise. If they do not, the assumption that individual retention leads anywhere commercial is wrong, and the pricing above is a subsidy with no downstream.
The thing we are watching for, and would treat as a warning: any proposal to make the free tier meaner in order to bring the answer forward. That is exactly the reach-back this whole page is arranged to prevent.
