The documented difference is narrower than it sounds: the label affects display and discovery, not function. A Community connector, once connected, has identical capabilities. What Community costs is a label in the directory and a reminder shown to the user before they connect, saying the connector has not been reviewed in depth.
What would settle it: whether that pre-connect reminder measurably suppresses installs. That is not knowable from the docs — it needs the listing live and a period of real numbers to compare against.
So the honest sequence is: publish as Community, watch, and pursue Verified only if the reminder is visibly costing installs. Pursuing it earlier means doing the demo-account and attestation work on a guess rather than on evidence.
What pursuing it would require, so the cost is known: a populated demo account, access instructions that are true against it, and every tool exercised by hand.
